he thought that after loosing in KO he is out of the tournament (like in the World Cup)

I always appreciate the opportunity to have all the frendlies scheduled until the end. If somebody has got ranking problems or other stuff, I think that he can refuse to participate. i do this some season ago with Latvija because it had a U27 too weak and I was close to lose the 2nd pot (over the 32th position on the global rank).
Another way is to get the match lost if you arrive 3rd or 4th in the european qualification and be free to organize strategic frendlies, so we can happy together.
In my opinion, I like the U27 european as it is now.

Hrvatska had the better group record so I've sent the request to them with Hrvatska being at home with cup rules.
since i have lots of request here that teams do not play u28 after they are out of main competitive flow here is what will be implemented from next edition
teams that that playing for 5 to 32 place could arrange their age limits or no limits game but still need to follow the fixtures of the tournament in order that rule to apply both need to post in written from that rule in the forum and clear agree on it. if there is a complain after the game organizer will obey the agreement of users in the forum
if one of the teams do not agree on the terms game should follow tournament rules age 27 and age 28 after age update
note i will not become referee for misunderstandings so make sure your rules are clear and posted here

Tzceh Republic - Slovensko is arranged by u24 rule in personal messages
but since is not agreed in forum no penalties will be added if any of the coaches plays u28
