I don't get it tho, isn't it all luck? I have an unearthly coach(16) and don't ever get players like those, Not yet at least... Do different countries get better/worse players? or what :(

If you are talking about juniors who are finishing YS and are surely future U21 call ups or even stars then it is luck only.
good starting age roll = luck
good starting skill level roll = luck
good skills distribution = luck
good talent = luck
Those guys are easy to spot and impossible to sack from YS because they are so good in YS that everyone can see that they have potential BUT there might be also players that aren't so good, whose future isn't certain awesomness, like for example let's say late unsatisfactory 16 and in case of such players You need some "skill", patience etc. to not sack them, because with talent and skill distribution they might overcome what the lost rolling starting age and skill level and they won't be as good as those stars but they will be useful. Well, not necssarilly even bad age and starting level rolls and good talent and skill distribution roll, but I presume any 2 good rolls out of 4 might end with useful player. But only "might".

It's difficult to describe criterions which might help. I am doing it (using YS as my main supply of players) for a long, long time and I think I do not use strict criterions. I look on the junior and if I feel he still might be good he stays.

I had pulled out a lot of useful players from my YS and had very little number of star players (2-4 maybe) but a lot of useful players which ultimately were close of being selected to national team (maybe 10 or 12 of my YS graduates were called up but it's Poland, it's not an easy task). And I usually keep my youth school graduatees.

for example some time ago in some saturday morning I get to my YS good junior but 18 yo

I kept him. In the begining his progres wasn't impresive however i keep him for juniors games.
After around 8-9 weeks his skills became to pop every 2-3 weeks and finally he ends up his training as divine +2 and very good skills distribution but 20yo in second half of the season.

I trained him in att skills and sold lately as 23 yo for 9,5M€...

Many managers sacks immediatelly everything that will end at 20yo...

Yeah I usually sack 20’s too, unless they have a very very high skill level and talent

I always calculate the possibility of the players with skill + (total weeks in youth school/3) + 1.

If you use this formula for each youth player AND you maintain minimum settings for the players when they promote to the senior squad as:
16 (1) = 6
16 (2) = 7
17 (1) = 8
17 (2) = 9
18 (1) = 10
18 (2) = 11
19 (1) = 13
19 (2) = 14
20 (1) = 15
20 (2) = 16

First number is age at promotion
number (*) is 1 first half season and 2 second half season
last number is skillnumber at promotion after the calculation.
If your player doesn't reach the number if you do the calculation, you may be sure he'll be worthless at any time!
This formula works perfect for me... But it also means you often cannot participate in the youth matches cause of not enough players in the school. I prefer quality over quantity any day!
