The draw will be held on February 23. France will not participate in the qualifying stage of course (they would have been in Pot Two), as they are hosting the tournament. There will be nine groups (eight groups of six teams, one group of five teams). The top two in each group qualifies for Euro 2016, together with the best third placed team (results against the sixth placed team in the group don't count). The other eight third placed teams will play play-offs for the final four tickets to France. These are the pots for the draw (based on the UEFA National Team Ranking, not the FIFA Ranking):

Pot One: Spain, Germany, Netherlands, Italy, England, Portugal, Greece (+1), Russia, Bosnia and Herzegovina (+2)
Pot Two: Croatia (-1), Ukraine (/), Sweden, Denmark, Switzerland, Belgium (+2), Czech Republic, Hungary (+2), Ireland (+1)
Pot Three: Serbia (-1), Turkey (-1), Slovenia (+1), Israel, Norway, Slovakia (-1), Romania (-1), Austria,
Montenegro (+2)
Pot Four: Armenia (+1), Poland (/), Scotland (-1), Finland (-1), Latvia, Wales, Bulgaria (-1), Estonia (+1), Belarus
Pot Five: Iceland, Northern Ireland (-2), Albania, Lithuania (-1), Moldova, Macedonia (-1), Azerbaijan (+1), Georgia, Cyprus (-1)
Pot Six: Luxembourg, Kazakhstan (-1), Liechtenstein (-1), Faroe Islands, Malta, Andorra, San Marino, Gibraltar (/)

Because of political reasons, Spain will not be drawn in the same group as Gibraltar, Russia will not be drawn in the same group as Georgia and Armenia will not be drawn in the same group as Azerbaijan.
