We have 98 Nations => 98 league winner + 30 Cup winner (The highly rated countries)

High rated nt A or (rank A + U21)/2 ?

And if the league champ is the same of the cup winner?

If cup and champinship's winner is the same, only one team is in champion's league
And it's perhaps highest rated team's from winner's cup teams?
