Why can't I sell any players?

Logout and login. Its a bug they work on.

Depends... if the player is NOT from your original team, or yours young school, they have to play AT LEAST 4 matches for you to sell them.

I heard that this has been changed. Instead of playing matchs, now we must for 30 days to sell a player.

28 days :)
And next to that playing matches.

How many sales you did last few weeks
Depends on Form some times (so it the rules says)

But the the main ones are those two.
28 days, playing those amount of games or minutes...

Number of sold players is also very important
