For a PM skill at that age and number it's not extremely outragious, but it's indeed awesome talent.
I once had a Greek who popped on PM 6 times in 8 weeks.

It is very good, I have had 5 pops in 6 weeks with a current trainee.

4 consecutive pops is always a sign of very good talent. Wether it is the best talent in the game is something else, but surely better than 3.5.
But it's not something new for me.
