Subject: team application rejected

Hi all
My brother-in-law is Venezuelan but currently lives in Chile. He applied for a team, but his request was rejected. I’d like to understand why, since I don’t believe he violated any rules. I’m confused about the response he received from the administrators.
this is the answer he got
"Estimado usuario:
Debera solicitar el equipo en su actual pais de residencia que es: Chile. Si lo solicita en Venezuela seguiremos denegandolo.
Atentamente:
Administradores de Sokker."
"Dear user,
You must request the team from your current country of residence, which is Chile. If you request it from Venezuela, we will continue to deny it.
Sincerely,
Sokker Administrators."

Hey. This is what the rules say:
If you are from a country that is not the one you are resident then you could contact an admin to apply in your original country.
Si provienes de un país diferente del que actualmente estás viviendo entonces puedes ponerte en contacto con un administrador para solicitar equipo en tu país de origen.
So your brother in law should try contacting admins at admins@sokker.org explaining his situation before applying for a team in Venezuela.
If you are from a country that is not the one you are resident then you could contact an admin to apply in your original country.
