Yes, you can say it, but whether or not you can say it is not the point.

You said his work is bad, but you did so without giving any arguments. If you really want to help someone, and not be a stupid troll, tell him why his work is bad. If you want to criticize someones work, do it in a constructive way. Tell them why their work sucks, what aspect of it could be done better, how he can improve his skills. That way, he can learn from it.
