In Australia that's the cost of petrol per litre ($1.50AUD). You can often buy a can of Coca-Cola for that price.
The average beer will cost you 3.5 to 4 Euros for a schooner at a pub. I can often get a 6-pack from the supermarket for about 11 Euros.
The rent for a 3 bedroom house in the west of Sydney is $450.00 AUD per week (so about 295 Euros). The average person earns $45,000-65,000 AUD per year (30,000-42,500 Euros).

450 a week is 23.400 a year which is half the income if you make 47.000. I wouldn't say it is cheap. I wouldn't say the opposite as well. It is for a house in the end.
Is it normal in Germany to pay the half of your income for housing?
Yeah... generally the principle I always work by the 50% rule. I will not live in a house that costs more than 50% of my income.
However, if you were to buy a house and repay a $400,000AUD loan you would need to repay about $2,500 per month AUD, $30,000AUD per year!!!
That is ridiculous when you consider that you have to pay strata and all bills on top of that.... The cost of living in Australia (I'm only saying this from my experience living in Sydney) is far too high.

Metropolitan areas (like Sydney) have had rising property prices for decades. If a $ 400.000 AUD investment in a property there is a good idea depends (among other things) on the rents now and in the future and the debt you have to pay back.
The 50% is a good rule of thumb I think, that is not enough to save money though.
