With the new changes, friendly games lost interest and there is an increasing economic advantage to those who remain in cups or tournaments. What about giving some prize to friendly cups, and make sponsors pay an enrollment fee and this would be divided among all participants?

your answer just makes my point, if you have better players you can stay longer, to play for the glory and economic benefit... if you get out of cup... then you play friendlies, get income that allows you to save and improve your team... otherwise the gap remains...
Friendlies revenue is peanuts... 5k, 10k, against 600k or 800k for league matches!
If you play 2 league matches a week you have at least 1 league game with decent income...

Again you give me the reason, increasing friendly income will help to build better teams instead of having 20k we could have 100k or even more, so the distance with the 400k in any cup is not too high.
Replacing friendlies with official matches (league) will increase the income with 10x at least!

reducing the importance of friendlies in training, will kill low-level teams... how can you make a whole season training plan if you can get two matches all weeks?

There is no need for it to be U21. International league would be fine.
You can't have an U21 league without an U21 team, it's that simple.
And if bigger teams play more official matches, then you just increase the divide between new and old teams, exactly the opposite of what is needed if you want to keep new players in this game
