when game started 1600 was set as starting rank. Now we limited amount of leagues in countries so some bots are ahead new users in cup. I could reply on this on other topic*, but better to have topic it self.
Anyway we all strted with 1600, after some games some got up some down, but average remained 1600. Over the years average changed, in some cases bot team could have 3000 and replaced by human 1600, in some cases if the team is high league, losing all games 5:0, could end up with rank bellow 1000 and then replaced. So action plan if possible would be first to check, whats the average now.
With that we can then do 2 things as I see it.
1. make lower (or higher, but i doubt it needs to be higher) rank to bots (if there is such possibility) so we get closer with 1600 average.
2. Give higher rank to new users so new users can play cup games (issue other topic*)
