requirementents are always set as MINIMUM requirements ;-) which means they are put in database when they meet those requirements. When a player is among the best ones in that DB, he can get a spot in NT. Thats the way NT coaches usually work :)

I'm quite sure he will make it if you keep on training him decently with a appropriate coach
