Nowadays guys prefer to play with faster games...

The best promotion to get more managers is still word-of-mouth, that's something all managers can do. Ask friends and family, post Sokker ads on Facebook and other websites, etc. 2 DEVs won't make the difference when it comes to promo. When Sokker had 70K users, it was because of good promo by active managers, not because of 2 DEVs.

DEVs must fix the problems and bugs, promo is the job of Promotors and ofcourse of all other managers.

Its not just about inviting new managers its also about making them stay. Sokker take too much time for newbie to set up until the game actually enjoyable. I think the dev should raise the skill floor of players when managers receive a new team to cut the unnecessary time
