That's not true.

Already implemented the new Leagues structures, for example have a look in Argentina lowest divisions.
They also implemented the fact that the first one could directly be promoted and the second or more could do the qualification match.

That's exactly what I would suggest starting from the next season.

In England I could see ten new joiners in a couple of weeks time. Not sure if they are real users because seems they are replacing old BOT teams but becoming BOT themselves.
