A proof of citizenship is required in cases like yours.
I know, its pretty wierd if you have to send a scan of your passport to a gaming website, but this is how it works.
Make a scan of your passport, send it to admins@sokker.org and then you are in.
This is needed, else all small nations are full of managers who should not belong there!
For other games you have to prove your age by credit card etc, so that's not different to here.

You said that the speak italians. I guess they could send it in italian and an italian Admin could take care of it. Moreover many Albanians speak greek and I could translate them.
BTW, how would you feel if the Albanian champion was a polish team who took advantage of the small number of albanian users?

I can come up with a solution for your friends and those who you, your friends or your community invites to this game. As soon as they have applied to the game, tell me the username plus maybe additional information and if anything else will be fine, I will accept them immediately.
Thise who have not been invited personally by you or your friends, must go the way as it is stated in the rules. However, we will talk about this and may find a solution.

R u kidding? Holy crap! This isn't normal... tell me one person that in the right frame of mind will go and do that. I mean not only we have to beg people to join, but also tell them to scan their passport (if they have a scanner) and send it to sokker admin.
I think this is just a method of letting small countries get ruined. I don't see sokker's benefit on this. I really don't. This is the most prehistoric way to catch cheaters.

Nikko, it's been seasons since the top teams have been training and making money. It will take a long long time for a foreign user to be posed as a real threat.
Plus, like I said, a couple of users from our community can help the admins in reporting any flagrant membership.

How would you judge if a user who assigns for a new team in your country is actually citizen of that country living abroad or just some guy from another country who wants to have nt players?

Cause most users within our community are well connected to each other. First off, I can tell just by their username. I know the trends of what most albanians pick. I'm active in TM and HT, and I can tell a mile a way when an account is owned by a non-albanian user. Judging from the team name, username, steady contact and interest shown in the forums.
Secondly, we're active in our forums. I keep in touch with most members in a weekly basis. Like I said, there's 2-3 of us that help in that matter. Right now I'm NT coach, but even when I haven't been, I've kept contact with most users about their players. Basically a voluntary scout.

Not everyone living abroad has a passport or identity card of the country they are from.
I think it's not about dominating the top league, but about losing your idendity. It would not be fun for you if you would have to talk Polish on your national forum because there are 500 Polish users and only 20 Albanian ones in your country.
For example, one of the most recent users (Geni_) was referred by one of the actual members. He had applied twice and both times it was rejected, eventhough he sent an email. I know this because twice I translated an email for admin@sokker.org.
I mean... most of the time, it's hard to find people highly motivated just to register. A new game opposes extra difficulty, especially when we don't have our own language. Registration shouldn't be set as such a high standard.

So basically you tell me that admins shoud rely on your judgement?
There are many, many users who never reply to skmails or post in forums.
There are users picking strange usernames.
It's not all that easy you know?
Basically a message to the admins in the language of the country they want to join might be the deal.

Its like I would assign for Al Maghrib because 100 years ago my family came from there?

You've got to be kidding. :) You can't assume someone is a cheater because they don't participate in the forum. And as for team & usernames, how about:

I understand your point, and ideally... it sounds great this way. But, when it comes down to it, development of the Albanian community has been disastrous. In HT and TM our community is 100 times bigger.
One solution would be to let only users from Albania (ip-prefix) join. This way, only an Albanian can find someone back home to register him. A foreigner couldn't.
However, if you do that, don't request an email as well cause that's just too tight. What do you think?

The team you apply for must be settled at your real country, unless your country is not available in Sokker.

Normally you should play for the country you live at and in special cases you apply for another country because you are only working there or studying etc.
Its not ment that every person whos origin is from a different country assigns for a team of a country his roots are from.

Currently it is the way that only people with albanian IP can assign for a team in albanian.
Thats exactly your problem.
Everyone else needs to explain why his ip is from country X, but he wants to play for country Y.
