I can't get opinion about tactis with 27% rating, but I think you got a great result :)

I win 2-1 with 27.5 taring vs 42.2 of the other team.

yeah this is I tried to mean

If this tactic was by a team with 50 rating and the opponent was with 65 the score could have been 0-15..

no way..
he ia playing with some youth bad players that are puting his average score down, and he have 2 great forwards that do everythink..

The best cazy tactic has to be the 1 winger with striker orders 532, which forced the change to the current match engine.
