The problem is that you almost can't find a proof. Some skins are different and so the talent graphs.
You need to have a perfectly exact copy who is certainly not fake to be able to find differences. And that's the difficulty.

Maybe he really has a maximum talent.
I don't know.
People training from the very low skills up mostly don't have quality trainer staff.

Did Zlobas ever popped like that?

I pull an incredible in 4 weeks with talent of around 3,1 (2*-3-3-3-3-3-4-3-3-3).
With my youth pull luck he might have low skills to train :P

but about a 3 pops in a row, week after a week after a week..
