if there is still country want to join now, we can add the country to waiting list. and when there is 4 country on waiting list, we can create another group?

No, I want to have 8 groups with 4 teams ;)) ..

A power of 2 (e.g. 8, 16, 32, 64, 128 etc) is the best choice for number of teams on such competitions. This way, the rules of "moving up to the next round" stays nice and simple.

If for example, you want to have 36 teams (as you proposed, and hence 9 groups of 4 teams), you must have a rule of what will be the 16 teams qualified after the group matches. Maybe the 1st spot of each group (so, 9 teams) and the best 7 out of 9 teams from the 2nd spot in the groups. See, you have already complicated the "moving up to the next round". Then, there will be 2 teams from the 1st spot playing against each other (not so nice compared to the other teams). There are few more reasons for arguing this way.

Anyway, it can be done with more other teams, but you must think way in advance (for fairness) the rules for "moving up to the next round". I am ok with any number of teams, as long as the rules apply to this number!

A waiting list might come in handy if the people that don't get elected can't participate...
