I think if we want to finish a tournament, be it friendly, to make the field. I suggest replaying semifinal, and I think you can solve problems with friendlies scheduled course if desired.
if so deserve to be penalized and Paraguay, which has not happened since I have to play at home and sent me an invitation to his home. is not fair.

It is not right, as long as there are no rules set in the first place. I believe that I have to win with Paraguay 3-0 for the invitation to his home. Had made the same and Spain. Not intentionally, and notice that they do not want to play the field.

No easy solution, and difficult to find a fair one.
The "easy" way (giving loser to the one who sent the invitation) can be unfair, as the benefitted one could:
- having being so lazy to not send himself an invitation.
- having sent his own invitation, but with the same mistake, so the other charges with the full guilt.
It is difficult to be fair is a situation like this. Maybe the better option could be to make both to share the guilt, and leve both teams out.
Why? Because both NT responsibles make in these ocassions a full display of incompetence. One (or both, if there are two 'wrong' parallel invitations) for puttint the match modality wrong, and the other one for not assuring that the match parameters are OK before accepting it.
A full week gives a lot of time for sk-mail contact, in which to insist about two (2) simple parameters: stadium (secondary) and match type (prioritary if the match has to be Cup). If one is not sure about if the rival's proposal will be OK, he can always send him the same proposal (including the stadium propsed by the rival) making sure that the paramenters are correct.
And, if an error is discovered (it can be viewed immediately after scheduling the match), in a week there is enough time to post the issue in both forums, and ask responsabilities and agree who thw winner would be in case of tie in advance. Making as if nothing happened, saying 'let's hope there is no tie', and leave possible problems for 'later' is, sadly, another display of incompetence.
Repeating the match (delaying the Final 1 week) also couldn't be fair, as all the circumstances can not repeat (player parameters and ME decissions) and the result will be other. So, maybe the best solution could be what I have pointed above and whichs has been proposed by another user in Spain's forums: to leave out both temas, and either to consider the other match as the Final, or have them play next week another match, eiher as the definitive Final, o like a two-round final (though in this case it could result in another tie... :s).

And Paraguay did not send the invitation in order, and has not been sanctioned, I lost a major player in that match, but no one raised the issue.

just do not complain, and I do not care, it's just my opinion, and is not a cerebral event. I just proved you make decisions when you want and how you want.
To be honest, there was the final play immediately after semifinal replay. If they wanted they could;).
