is it going to be random draw or are there any seeding?

Yes, we will have 9 seeded teams (according to ranking) and the rest of the teams will be drawn randomly

why different? last time we also had seeded teams and the tourney was very interesting.

I think Iceland will be (again) ranked somehow? If Ice-T is involved in this ;=)
