as far as I know its like this. (thats how its usually done in past editions)

winners of group usually are seeded in next round and the others are random...no the winners of the groups are 7 not 8 as usual so still we need 1 more so we have to wait for sharoni to explain better.

But my assumption is 7winners plus best 2nd place seeded. the rest random draw but cannot play against the same teams they played already in the group.
