19 team confirmed , 3 waiting and need 2 team , isn't it ?

We will see , if we wont have 24 teams than we will play 20 (i belive at least one of the reamaining teams will confirm) in 5 groups of 4 teams.
5 group winners + 5 runner ups + 5 3rd places and the best 4th place will go to the 1/8.
Since everyone here wanted a 1/8 stage , if it was 1/4 stage than:
5 group winners + 3 best runner ups.

I propose the first option:
5 group winners + 5 runner ups + 5 3rd places and the best 4th place will go to the 1/8.

If we are less than 20 teams, it's not really logical to have 1/8th final, because almost every team would be qualified (even if our country has very few chances !)
But it's just my opinion :)
