i just receive message from USA u21 coach, he said he will join this tournament only if any country whom meet with USA in groups or knockout stage will play the same age as they play. and no u21 player being used when meet USA.
so, just like example U20 vs U20 or U19 vs U19. and NOT, U21 vs U20 or U21 vs U19.

i think this condition is no problem for us here as your U20 and U19 player will get training too.

i hope you can accept it too.

and the rules only when you meet USA. if meet other country, you can play any possible player age you want.

Cuba doesn't have any problems with USA conditions, as long as it only applies to matches against USA.

I have no problem with it, but some other countries will.

You should make another exception.
Countries with less than 100 managers can play U21. They have already enough problems to find (good) players.

before u counted 16 teams but now it only 8, as I see it will be short time continue of tournament between 3-7 weeks, but anyway we can play at least 3 matches if this in group stage per 4 teams in 2 group

i usually organized club tournament but only for my country.
i have palu putra cup with conditional rules maximum average rating 36.0 which will start on week 3
and i have Amateur nusantara cup (anc) with rules, maximum average rating 40.0 and usually start on week 9.
