I do not know if I expressed myself well. But here goes another try.
The present system will remain there whether the team join a junior league or not. The present info will be still there plus age and whether the player is GK or not.
In addition to that, those player that play some matches in the junior league will have some extra info about his skill distribution. Exactly how is something that we should wait to see but greg said that the better the coach, more accurate will be the guess.
The training system is almost untouched. The only difference is that the system now needs to calculate the skills for the sake of the juniors matches. But the general skill will develop exactly as now, based on the junior's talent and the general level of the coach. No changes in that. Talent will remain hidden and should be estimated exactly like now.

how is that if junior skills were generated when pulled out of junior school and now there are generated since player comes to junior school and changes every week according to training ??

This is how it will be:
Before each match we have:
1. points for distribution = current junior level*constant
constant - how many "points" for 1 level

tech: x0.15
pass: x0.25
....

2. Curren junior skills calculation: (every time before the match)
pace: points for distribution x 0.33
tech: points for distribution x 0.15
pass: points for distribution x 0.25
....

With present system you know the general skill level and when the player is pulled out of the junior school you come to know the exact skill levels. It is only then when you know the distribution of skills.
With new system you know the general skill level and there is a hidden distribution of skills that you may guess more or less accurately if the junior plays some matches. When the junior is pulled out that distribution is applied to the general level and you will know the exact skill levels.
The final skill levels with the present system and the final skill levels with the future system are the same for the same junior trained by the same coach.

Yes, that's what I understood as well the first time I read the news, I mean it's not really rocket science
thats how i interpreted it as well: training/outcome of jrs hasnt changed, just the way we get hints as to what the players skills will ultimately be like upon graduating from the academy
old system = no fun at all

I have also understood it like you say now, but then people started to write about determining exact talent of the player, and it sounded unclear.
So, are we going to see general junior skill developing like we do it now, and as time passes by we will see his hidden skills (pace, tech, stamina, etc.) or are we going to see his talent more clear?
Also, these juniors that are in our schools now.. how are their hidden skills going to be calculated?

When the junior is pulled out that distribution is applied to the general level and you will know the exact skill levels.
can you please write more clearly ? if junior is improving equally every week it means that there is no difference between week 0 (outcoming) and the other weeks -- so what does that bold sentence mean ?
so there will be random (beginning skills when incoming) - and another random (how fast will certain skills improve) untill spread the number of points he has according to his general level ?

what he is saying is that it not linear development
the player doesn't start with say good pace, weak playmaking and poor keeper and then gain levels equally in all
instead he has a percentage of his total - determined by his youth level, distributed to the skills by ratio, so 25% of his total skill points will go to pace, then 10% to playmaking and 5% for keeper
this will be recalculated each week as the player pops
