All my high level youth are GK, 3 of them in total.

GK will turn into field, because skill distribution remains the same.

can anyone tell me that if its normal that junior decrease their levels? and if yes, is it a bug or something? and juniores now pop randomly?

the new levels aren't accurate. They are what the coaches think of them at the time.
