IMO you MUST have a youth school!
Here are the reasons:
1) Mathematically profitable. Youth school costs ~1M euros per season with magical coach. If you are young team, you can have like outstanding-incredible coach, the season will cost 500-600k then. In long term there is no chances to be unprofitable as promising young players are extremelly expensive.
In my entire almost 50 seasons career i am averaging 1M profit from youths every season. Keep in mind that half of this time young players were much more cheeper than now.
2) Much more fun. This game without youth school is not so interesting, as it brings into the game few more variables, which, if you manage well, can give you edge against other players.
3) You have a lottery ticket. Any time you can pull the youth, which will dramatically change your cash flow (for young teams). It is some kind of gambling, which brings us to No. 2 - it is much more fun! :D
I am playing this game for 16 years and I can say that youth school saved me from not dropping this game. Some people can say this is not a con, but flaw and they might be right, but if you really enjoy this game, you must have youth school:)

I have a level 16 trainer in YS. It works nicely.
Keep juniors in this order
Age 16... Level 6 or higher, Sometimes less if came out early season.
17... Level 7-9 or higher, deppending of talent and time
18... Level 11-12, ídem
19... Level 13,with talent(not optional), and ídem.
20... Must be a crack.
This is very important... Priorize players Who pops out at season start. Sometimes a player its useless if pops out later season.

your system is very conservative IMO. If i leave this kind of guys, there would be noone to play in junior league.
In the first side of the season (week 0-7) I am leaving like this:
16 - Level 3 or higher;
17 - Level 5 or higher;
18 - Level 9 or higher;
19 - Level 12 or higher (usually just for juniors game, but must of the time I already sacked those guys at age 18);
20 - Last time I had junior age 20 was like 20 seasons ago, you always sack them before.

18 - Level 10 or higher;

Honestly... I never ever had even 1 player who was 2 skills or more, better than he was valued within the youth. Worse though...one too many times unfortunately...
one time i had 17yo he came as average[5], next week he was solid[8], i was like OMG :D but one more week later he was good[7] and i cannot recall was he a good player overall.
Right now I have 13, 'cause I implemented this strategy recently. Usually I keep 1 or 2 every week and sack the other.
