Did you discount all the local votes? Technically no votes from Cymru or Scotland should have counted as legally are the same country as England (United Kingdom).

Not quite everything... but that part is correct.

In the game they are different Sokker-countries, with own leagues, NTs and flags. Imo the ingame rules matter here, not the IRL situation, whatever it is.

England, Scotland and Wales have separate national governing bodies for many sports, meaning that they can compete individually in international sporting competitions.

Besides Scottish people aren't exactly known for supporting English teams :)
