Cuz this guy scored as ATT most goals + most actions:
In contrast to the other field players and the GK, the ATT are evaluated according to the following criteria, in order of priority: number of goals, then total number of actions in % during the match (or was it only offensive actions?), and finally the ratings.
For the other field players, the order is different: ratings come first, followed by the number of actions in % during the match.
but you can check the website and check best XI by group, then you will see best ATTs based by ratings (and at least avg played minimum 30 mins)
