All you can tell from that graph is the talent is above average. But it is not exceptional.
2 to solid imo is always a talent in youth below 4. Certainly if he has done allready 2 to good.

I am sorry to say, but I think this can still be anything. I would say his talent can't be worse than 5 (as measured during the yout).
