Do you really think I'm stupid??? I'm a linguist and have translated the news about this implementation into Dutch, and I'm one of the staff members who is discussing this decision on one of the staff forums in the hope the DEVs will change this match delay. So don't ask staff members these dumb questions :/
No ofcourse it's not a bug. It's a not really smart decision (kindly said) to promote Plus.

It's just not polite to not use English on the English forums.
Not just polite, is against forum rules, art.7:
