Subject: Search for players (Scouting)

Hi, I rememeber there was once a scouting tool, where you can get all the players from a certain age and recruit them by their value. Is that tool still available?

I would like to scout players from my country (Bolivia) and I remember this tool was pretty handy since I can know all the players current form and sokker value.
