In a few minutes I will make the draw at https://www.random.org/lists/.

The result of the draw will be a list with 28 teams numerated from 1 to 28.
This is what I will post here in a few seconds.

The first 14 numerated teams are the hometeams.
The games will be 1-15, 2-16, 3-17, etc

So, there will be 14 pairs, 14 matches.
The 12 winners of the first 12 matches qualify to next round.
The 4 teams from the last 2 matches (13-27 and 14-28) are autamatically on round 2, so that we have 16 teams in round 2)
