I think it is goal difference, and scored goals are the next one. So Romania needed Latvia win by exactly one goal to be promoted. Draw or Latvia loss would cause Montenegro promotion and Latvia win by 2 or more goals would end with Latvia promotion.

I think Romania is a 2nd in group. In sokker don't matters directly results. And for equality like this case matters place in overall ranking.
