I don't want to make a bad-tempered argument...
But I had Switzerland U21 that had those problems.
The defenders were 11 speed, 11 defense and 4-5 in technique.
The midfielders were 8-9 in all areas.
The forwards were all 3x10, I remember Von Berger who was 11 speed, 7 technique and 15 attack.
I managed to get to the quarter-finals, beating Spain twice in a row and I lost to Romania 3-2.
I had created some strange tactics to try to win, even Indonesia had the ability to beat me.
When you have teams that have lost their glory days, all you can do is try and try again until you find a tactic that suits the skills of your players, only then you have a chance.
