Honestly i wouldn't mind, and that gives this game way more challenge for other countries as, financially it would be possible at some point to reach higher level. Probably yes, something needs to be done for Champions Cup and invent something else etc.. but again for smaller countries, it will be impossible to reach anywhere with current system. Probably 1st tier team will say NO to it, but at some point maybe they will accept the challenge too. I wouldn't mind playing in 10th tier league if i play against real human players which is way more interesting.
...and so on.
Are you guys sure, that people from small countries would be interested to play in lowest leagues of the game for many seasons?
Yes, it would definitely be a nice change for BIG teams from BIGGER countries, teams that play for 70-80.
How many such teams are there? How many this change would actually help out?

You see, that's the point.
Some would like, some would hate it.
I for example would like to play for a couple of seasons in a semi-big country, so that I can easily train and fight for national championship and each season/almost every season go to Champions Cup.
As for current system, the idea is for the game to grow so that there are no 'deserts' and there are no bots in highest leagues.

You can always keep national cup as it is and winners compete in CC. Just like you keep nations as a whole and NTs, U21s etc. I dont see your argument at all. Everyone then would have the same chances, same resources available and same competition. Yeah, most of the top teams would be from Poland - just like you have proportionally the most users but there would always be international teams who can compete and win.
realise that they will never win anything
Playing in country with ~10 teams you already realize from the get go that you will never win anything. As winning without competition means nothing as there is 0 challenge in doing that.

Looking at average marks is not accurate as well. I could field 80 mark team if there would be a point in doing so. Instead I can focus on training and field whatever scrubs I want because in the end that wont matter for results. But that doesnt makes game any more interesting, quite the opposite.

questions is do people actually, in general want it
not if a couple of top tier managers playing for 75+ want it
as for resources, I'm not so sure that people would get the same amount of money in 5/6/7 league as they are getting now, I doubt it, people have a bad idea on how many you get from sponsors in Poland etc.
I'm getting 250k euro in 3rd league at the moment.
Plus it wouldn't be so easy to train and stay in top league as it is in smaller countries. But yeah, I understand that for SOME teams it would be more interesting to merge, because they have no competition locally.

so could I and XX teams in Poland. there are lots of people that actually have a lot more than 125m euro on their accounts but stay in lower leagues.
that's why I'm pasting average notes. lots of teams training, rebuilding etc.

Btw. if you can field a 80+ team and you need a competition, then why aren't you doing that in the Champions Cup...?
your last attempts ended in 1st round, 3rd round, 2nd rounds, 1st round, 1st rounds, 1st round
What stops you from competing there?

Of course there would be - and you can have a target for when to field that team and compete for something. Playing in small country - there is none besides some CC games depending on luck and then waiting a season for next ones. 125m is not enough for 80 mark team though, closer to 200m needed these days if you dont aim for 1 season of 30+ players.
But I guess this is a pointless discussion in the end because the devs dont want any solution besides "wait for years, maybe there will be new users" and it doesnt looks like it will change so they will let small countries die sooner or later.

I dont like the idea of merging... and would be the first to leave. The only thing that left me in this game is the national community and the fun on the international, no matter the results.
Merging all of us will just kill/end the game in the x36 fast forward, in my opinion

Yup, I also don't like the idea
I'd like a total-competition kind of thing, but I think that communities are or maybe were what kept the users playing, forged some friendships etc.
On the other hand playing in a dead country with no community must have much less of quality
Maybe it would be a good idea to allow people to switch countries once in let's say 10 seasons
but starting from lowest league

I think one solution could look like this:
- Every Sunday national league, in leagues of 12 teams, like now, but only 11 mathes in one season. Each team plays only 1 time against the others, like e.g. in Brazilian or Argentinian league
- Every Wednesday: International League or for everybody. Teams in leagues of various levels. Higher ranking points, higher level.

That would be pretty messy sponsor-wise but I guess doable.
Also...I think that would actually make it MUCH easier for smaller/semibig countries, since you could easily train 10 players in national league and then use main team in international league.
