Should be an International League, with promotion and relegation.
Not just a random set of opponents for a cup match (whether actual random or not, it doesn't mean much if you only see those teams once off and 50% teams are out first week anyway if it is a true cup)

They were convinced that promotion/relegation formula makes more sense, so results will matter. And it’s a league/then cup, so 6 games guaranteed for everyone.
