This is probably like player you get at beginning. In this case - nice ss range is added to lowest age possible for new/bot team!
It is really nice combo, but not sure is it sign for good talent (as team doesn't have YS and youth trainer).

I understand the remark about form, but imo you can't pay a couple of millions more because of higher form. Within 2 weeks it can go down 5 + levels. Really terrible.
