im waiting to see world cup fixtures and see what format could be possible

WC fixtures involve 7 rounds, where 3 from group stage and 4 finals stage. So there are 6 possible dates to hold a Euro tournament.
However... then we should have started today, which we don't and neither do we next week... so a Euro 27 tournament is out of the order I'm afraid.
The only thing we can do is hold multiple smaller tournaments like Western European U27 tournament and Eastern European U27 tournament, and ask devs to ''change'' coach elections to run at the last 2 weeks of the season and to end the elections at the first sunday of the season (like tomorrow). This way we can start the tournament at week 1, up to week 8 -> final! so we have week 9, 10, 11, 12 and 0 for a 5-rounds tournament with 16 contenders for each tournament.
This way... 4 groups of 4 teams... 3 groups stage matches, semi finals and final, between all numbers 1, all numbers 2, all numbers 3 and all numbers 4
That's 5 rounds. It is the only possibility to have a U27 tournament. But this year... impossible I'm afraid...

will see till i do not see the fixture nothing can be for sure but 5 weeks can work it out

It will only start at week 3 so it will allready be week 10 when the first round could possibly be played.

Your math is awful... if you make Elections closer to start of season instead few weeks in, then there is less weeks after wc finals till New coaches are Elected.... if the elections are still over week 2, then there is season break and week 1 to finish ecu27

i think is easier if thy move world cup in first week after elections i do not think is big change and can be done easy

but i really hope those competitions to become part of sokker at some point ...

No, it's not.
Week 1 friendly, Week 2, 3 and 4 for group stage WC. Week 5, 6, 7 and 8 final stages WC
Week 9, 10 and 11 group stage U27 cup. Week 12 and week 0, finals. Week 0 on sunday... election results

And for qualifications...
Week 1 AND 2 friendlies. 3, 4, 5, 6 and 7 first leg qualification
Week 8 friendly
Week 9, 10, 11, 12 and 0 2nd leg qualifications and again on sunday...election results

Why like this? Because this is the only way to give the new coach at least 1 friendly to get to know his squad before any official match.

i have this idea for 3 week tournament based on ranking in elections at end of the season we made divisons
1-4 5-8 etc till we have candidates
first teams promote last team relegates

I have confirmation from Poland and Italy for group of 4
Will wait till end of elections to see ranking so far Bulgaria and Tzech Republic complete top 4...
Will continue down the ranking for confirmation for rest ...
