I had 2 of my youth team at ‘excellent’ with 10+ weeks to go before they were to join my team.

Now they’ve both popped back to ‘very good’. Mr junior coach is ‘ brilliant’ and I have 2 good assistltants (and a head coach).

Why are my juniors getting worse as they train with a brilliant coach?

Because junior school system terrible.

They are not, they are better every week. But what sokker shows to user are only coaches estimations of juniors skill levels. And the coaches make mistakes. But thanks to this users might be able to show their skills in managing youth school.
Anyway, the coaches presumably estimate skill levels better the longer junior is in YS and the more junior matches he played, although they still might make mistakes.

Earlier system was stupid, super simple, didnt involve skill of users and due to random at the end of progression could always end with failure. It was showing real junior progression all the time so one could know the talent of junior after a few weeks and just sack all the juniors who does not have good talent, but even with good talent, not only skill distribution, but also the age of junior was randomly chosen at the end of youth training which could end in potential great junior turning into shit.

Now it's definitely better although not ideal. Now user have to think whether the junior should be sacked or not (earlier he just know that because talent was known) and they might make mistakes with that which is super cool and there is a chance of something like discovery of star e.g. You get 16yo junior at the end of season with level unsatifactionary [2] and 32 weeks to go which in most cases would end in sacking that junior but he ultimately might turn into something like 5x magical MID.

Definitely old school system is better for newer teams because of finances... You can sack bad talents earlier than with the current system.
And with both systems, you can have shits at the end because of bad skills distribution.

Not exactly, with new system you have certain age, uncertain talent and uncertain high level (high but hard to tell exactly how high) and only theoretically totally random thing is skill distribution, but theoretically because these skills were drawn while junior came into YS, so You might be able to more or less estimate his detailed skills by watching juniors matches. No one does that, obviously, because the matches are superboring and not important, but everyone can.

With the old system, you knew the talent almost exactly, you knew the exit level of junior almost exactly, but the age and skills were drawn at the end of YS, so in this case far better juniors could turn into total shit.
The skills distribution and age were just randomly chosen when junior ended training, You didnt have possibility to estimate them, anything that could cool the expectations, You just have to wait till the end and pray for RND favour.

With current system, while still heavily random-based, You do estimations and You probably can estimate properly a lot of things if You want, but it requires skill, commitment and experience.

EDIT: just minor correction - probably, in the old system the age of junior was also drawn at the start but the age itself remained unknown until the end

Probably people don't want to just go back to the old system but to merge the good things of the old and the new system

Anyways, this is going to change in a (hopefully) few seasons!

Dev. Diary 23: Club Facilities – Youth’s Academy

Analytics - allows you to effectively measure the progress of juniors and assess their level. This parameter will allow you to decide how carefully you want to track the progress of your juniors, where the basic level corresponds to the current rating system. The next levels will allow us to get closer to the previous system (the oldest users probably remember) which measured the progress of juniors with full accuracy. Of course, every next levels will increase the cost of maintaining a junior:

1. Basic level of junior evaluation
2. More effective measuring +1 jumps
3. More effective measuring +1 jumps
4. Suggested position for new juniors
5. Accurately measuring pops
