I had similar cos (~ 9, 11, 12 iirc) a few seasons ago and the training was indeed slowlier.
Upgrading to 13-14 level cos makes sense imo.
level 15-16 cos, however, is probably a waste of money.
About the talent, it is still all in the range,
3 weeks to 7 is usual for an 18 yo with talent 3.5-3,75. So, I assume it is not unusual for an 16y with talent ~4.

My understanding is if you have two coaches, magical and unearthly coach and both look like this:
unearthly [16] of stamina unearthly [16] of keeper
unearthly [16] of pace brilliant [14] of defender
unearthly [16] of technique unearthly [16] of playmaker
unearthly [16] of passing unearthly [16] of striker
Then i would say that there is decimal place behind the individual skills and that determines weather he is overall 15 or 16.
And then how to know if the training is calculated by value of 16 or by value with decimal skill (so then a bit slower training)
