You have to be lucky about a lot of things: red cards, injuries, form at top players, good draws, and of course, normal random...
Poland and Rumania depend way less on luck than normal countries... for example some weeks i have 5/6 atts at top level, next week i have 2/3... same with mids, defs, etc...

I forgot to mention the transferred players; Romania had a lot of them. They look great, but they are useless until they reach at least 11 teamwork. For wingers, even more teamwork is required. From my point of view, teamwork is more important than form...
In my humble opinion, what matters are the skills of the coach, the value of the team, and the luck given by the soccer player. In summary, the luck of the soccer player alone is not enough; you have to add the skills of the national team coach.
As an NT coach, you set the tactic, better or worse. It's up to players to follow the instructions; you may have the best tactic in the world, but if players don't respect it, you lose.
All of that is important but not the most important factor. I played Diego's Brazil twice. Last World Cup Poland performed better and lost, this World Cup Poland performed worse and won. Lots of games with one team better and the worse opponent winning after having less than half shots etc. If the engine decides to kill you, you are dead and nothing you do will change that.
To win a game you need luck or at least not to be unlucky. To win World Cup a lot of luck / no bad luck is needed. Forms, opponent draws, tactic decision, red cards, scoring ratio etc. is in a big way about luck.

Polska and Romania are the most exposed teams to bad randoms. Just watch the last Romania's match.
