Shouldn't you rank teams with all the matches?

indeed! if so, Italy would be the best runner-up having actually played 3 games and won 2.
I don't agree with this rule

Its because England did not play in group 4 so basically it was a group of 3 ...

in world cup qualifiers all nations complaint that rule for equal games was not implemented so that was the reason it makes sense ..
