I think next edition you can do some like this:
The teams who not qualification in 1/8 will be in the 2 pots:
3d position in first pot
4d position in the second pot
The teams who didn’t was at the World Cup and played in first grup stage will be in same 2 pots:
1st position in the 3d pot
2nd position in the 4d pot.

It's difficult to make what you propose because we cannnot counted european nations number out of the WC before stages groups are completed.
NT coaches need some visibility to program their friendlies and only 5 or 6 days is too short (in case of being out the WC group stages)

That's hard to do when you have possibilities 4teams to qualify from same group and will not prevent same teams to land in same group..
Also teams from world cup have dynamic number i have very short time to do all this and national rankings always was and is best criteria for strength of team so nothing to complain just work toward improving rankings of your team
