This is English first division average ratings, there were seasons when they had only 1 team playing for 70+ (Wdp), I'm actually surprised by Argentina more than England.

And it doesn't make a difference, even if you get 384 such teams (you won't get even close to that) then it's still only Top 3 tiers. And playing for 70+ rating for top teams will be already easily possible with 23yo players so as I've said, very easy to "float" at level 5 or 6 and then just go up... doesn't matter if you make 10 or 15 tiers there's a limited number of teams that will be an issue for a farming team that plays for ~60 while using old players bought for peanuts

And there must be teams in second tier leagues with 70+ which will be promoted to top tier next season, so much more than 250 imho.
But not 128+256 to make second tier in New Cup very intensive and hard to promote to top tier.

I think you are strongly exaggerating the number of "farmers"... and those farmers are usually the teams that already play in CC after winning League / Cup, it's not like you have 10 post-farming teams playing at same time in Poland

In my opinion, 30-40 farmers are more than enough to block the door to the title for normal teams. They would simply need too many lucky matches to be statistically feasible.
I don't think there are hundreds of 70+ teams, based on average ratings from 100+ users countries: .... In total: 192, you can probably find 20 or 30 more in other leagues, so we can even round it up to higher amount and say there are 250 teams playing regularly for 70 or more.

In Bulgaria alone, at the start of the season there was 10+ teams that had a rating of 70+ with their best line-up and half of them with 75+ rating. And Bulgaria is country with 60 users.

Anyway fluctuation will be high as 25% of every tier except top one will promote and 25% of every tier except bottom one will relegate, and only 50% will stay at the same level.

well there's a difference between reaching Ekstraklasa and winning it / playing for many seasons in a row... there are teams that got there with ~500 sales in 17 years etc. so no big trading / farming. you can create a very strong team starting with cheap 16-17yo players, it just takes time and knowledge. but in the end it will be hard to compete against a "whale" for a trophy.

there are never 30-40 active farmers who play for results... there are rarely more than 2 or 3 in Poland at same time...

It good to know as in the second seasons would be injuries. So everybody can decide take it seriously or do corner tactics and concentrate for only his league matches with less risk for injuries in the International Cup.
But for myself, I will play with corner tactics, because the training is more important for me, and won't risk injuries.
Another way in my opinion in the rushing world, this can be a good developement for new users and so many people. And maybe the sokker.org will be more attractive for new users and keep them in the game.
