For me, IC becomes the first priority for my club. More income and the opportunity to meet other clubs from around the world are very important reasons to keep the incentive to play sokker alive.

This sounds to me as a shortcut for the current NC > CC system

Look at his opponents in the country and then think if that would be fun to compete against them, or would it be more fun if you could play every week against teams at higher level from different countries

Exactly! He is minority + he HAD the chance to compete every season outside ...
So, because someone is bored in his league, let's add/change the current competition so everyone get one additional "exciting" game?!

nobody makes you play for 100% if you're not interested, it's same as National Cup... everyone participates, not everyone cares about it because they prefer to train youngsters on Fridays

League is the main source of tickets money + has by far highest impact on fanmood (which impact sponsor / ticket money)
how is it obsolete? winning trophies, being club champion is obsolete? so before CC nobody was interest in being a champion? maybe in Bulgaria

Extra training how? Additional slot for advanced training? Nope, this is just for those who use 30+ experienced players in league matches but 85% from friendly is not enough for them, but somehow they wanna stay in the national cup due the income, ratings etc.

Easy for you to say when you are in a country which have high competitive level. But there are many nations which dont, where this new IC will be only reason to stick around and play, maybe even for so long time there will be others who stick around in those small countries.
The cc before was way too exclusive, most teams never tried it, it was the minority who before had international tournament, now the majority (everyone) has.
