Next season new International Cup will start and everyone will take part.

It's a good ideea ! But please be careful analyzing a fair balance between playing 1 more official game for at leasts 6 weeks per season and more chances of injuries from that vs a home game every 2 weeks and money from tickets + the fans expectations and money from sponsor . And regarding the tiers / multiple levels if would be good if the weakest teams in every tier are encouraged and rewarded properly if they win vs a better team... if a team who is has a rating of 65 and it's the weakest in his groupe and qualify from that groupe and maybe one more round or two agains better teams with 70+ ratings to have some kind of reward for that ( maybe more attendence in home matches, because they surpass the fans expectations or more money from sponsors something like that )... not a great difference but still enough to pay off and close a bit the gap between rich and poor in the long term.

Without a doubt allowing free training will lead to exactly what you describe.

My thoughts are more towards into balanced training requirment so that you cannot use all slots only on 16-19y old players. Teams that play at their max every season usually train a few older players over 24-25y, a few very young and a few in between. If impose part of this as a rule, they will have advantage, and farming / money hoarding would be much difficult.

I was referring to teams that play without periods of hoarding resources and try to be competitive every season, teams which have no chance of ever reaching the Ekstraklasa or the final stages of the new IC. Of course, if you want to win in Poland/IC right now, you will only play with 28yo+ players after a long period of farming, because you are facing other mega teams that have done the same. In that sense, the game is now designed in a way that only suits one style of play if you want to win at the highest level. And as I said this is not the style of play that new users gonna like. The question is can we figure out how to avoid the creation of such mega teams. But that's not the topic here, so let's leave it for another discussion.

Will there be a limit per teams from country in level ? No so it's only for main countries so it's not anymore CL or whatsoever I hope that said they like it realize that...

Imho you have too wide 'farming' definition - not nice to other users - e.g. to me, becouse I just created a very strong team (>80% note) starting with 16-17yo players.
I don't feel like I'm a farm team, but rather a properly run club that has simply trained players and I build my strength on them.
It's one of good way to reach wins in this game. Not easy way i could say.

Imho 'farming' should be use for teams that training players only for selling. I didn't do that.

It's interesting by whom? To have second extra class polish division ...

More interesting = more teams, few levels in one cup etc.

Do you have any complexes about competing with Polish teams? or what's the problem mate :)?
