Photoshop.
The easiest thing to do is to use and adjust layer styles.
The "grey shadow" we all used for example, is most often created using the "bevel and emboss" function.
You have other funcions like "drop shadow","inner glow", "outer glow", "pattern overlay", "color overlay", "gradient overlay", "stroke"(outline), "inner shadow".
You can adjust sliders like depth, size, spread, opacity etc etc etc depending.
Knowing how to work with these is great to start with.
But it's now difficult at all, try it yourself!
You can download PS from here.

Used to have photoshop, used to know how to use it :D I've stolen a few badges off the internet and I'm just playing around with them now.
Generally, practice pays off when using photoshop.
I've been working in PS for about a year and a half, and progress is obvious.
I'll try to find some of my first logos, to show you exactly what I mean.
