U21 player without match in NT will be put on TL this Saturday if they will be kept in NT squad on Thursday.

Are You sure about over 21 players? Release batch happened this week as I saw two players from El Salvador on TL
I am not. I know there are some limits about max number of players that can be put on TL via that mechanism but I don't know what is that limit. And I always thought that it could be reached only in the early weeks of that mechanism introduction.
Unless. You are talking about "it happened this week so half a season of waiting till next week when it can happen" then, but I am also unsure of that, iirc it's weeks 13, 1 and 7 (maybe 6 or 8 instead of 7, there was a bug related to that and I don't remember if it has been fixed) and maybe also week 2 (?).

- will be listed on Saturdays but only during weeks 1, 7, and 13 of each season (to ensure fair competition at the league level),
- only if they have played at least one match for the national team, as recorded in the stats.
But of course there still might be some bugs and it might not exactly work as described.

Yes, it's best to develop players, and if they're talented, even better, because they'll go far in their careers. Helping to improve minority teams makes the competition better and more equal.
