The problem with this data is, that stamina is weighted the same like any other skill. I made a multiple linear regression a while ago (with data from the old junior school) and the result was something like this:

junior level = 0.416*stamina + 0.216*keeper + 0.311*(sum of all other skills)

for players with low keeper and stamina though you could say that all skills have approximately the same weight. That is

(0.416 + 0.216 + 6*0.311) / 8 = 0.312

which gives the formula

junior level = 0.312*(sum of skills)

or

sum of skills = 3.2*junior level

well its just a general guide.. and it doesnt include sublevels of training etc... i mean some guys come out and they are +4 with 4.2 talent like.. but still included in the level they come out at data...

the numbers do agree with what you are saying though.
interesting that stamina eats up a lot of the skill points you suggest... didnt know that

If you divide the weight for stamina and those for other skills you have

0.416 / 0.311 = 1.338 ~ 11/8

Then 11 is theoretical the highest skill possible (excellent plus very high sub) for the outfield skills and 8 is the highest skill for stamina (good plus very high sub). So one could say maximum stamina costs as much as maximum 'some outfield skill'.
