You need to keep this in mind:
A player can pop in some skill with 3 specific trainings, or 3 specific trainings + "n" general trainings or 4 specific trainings, for example. It's all about %, and in the last case (4 specific trainings) the player gets lot more % of training comparing to the second case - if "n" is small (1,2, 3...). So, this player will pop faster to ne next level in the same skill, because skills are not integers.

It's a normal to good talent, but not a great one.

you have to wait more, i think that to trust a junior talent you have to wait at least 20 weeks +-
You can never trust a junior talent.
If his starting estimation is off, your talent judgement is false. And you never know when or if a junior starting estimation is right or wrong.
Imo, Junior talent / skill should be accurate after a certain amount of time within the youth academy. And the higher your coach level, the shorter this period must be.
Random is good, but it should not dominate the entire game.
